Nixon directs commission to enhance law enforcement training standards

KANSAS CITY – Gov. Jay Nixon Thursday directed the Peace Officer Standards and Training (POST) Commission and the Missouri Department of Public Safety to update and enhance law enforcement training standards in Missouri.

Specifically, the Governor directed the POST Commission and the Department to put forward new rules by Dec. 1 to improve access to effective and ongoing training in the key areas of tactical training, fair and impartial policing, and the health and well-being of officers.

“The brave men and women of law enforcement put their lives on the line every day to protect us and keep our streets safe,” said Gov. Nixon.  “We owe it to them – and the citizens they serve -- to provide our law enforcement officers with the knowledge and training they need to keep themselves and their communities safe.”

The Governor also made five new appointments to the POST Commission, which establishes standards for peace officer basic training, officer continuing education, law enforcement instructors and law enforcement training academies.

By statute, the POST Commission must include three police chiefs; three sheriffs, one member representing a state law enforcement agency; two members who are peace officers at or below the rank of sergeant employed by a political subdivision; one member who is a chief executive officer of a certified training academy; and one public member.

The appointees, who will be subject to confirmation by the Missouri Senate, are:

Rev. Emanuel Cleaver III, who has been appointed as the public member of the commission. Rev. Cleaver is the pastor at St. James United Methodist Church in Kansas City and has served other Kansas City congregations since 1999.

Paul F. Williams, who has served as Chief of the Springfield Police Department since 2010. Williams oversees more than 410 personnel in the department, including 331 sworn officers. He previously was a major with the Tulsa, Okla., Police Department and was with that agency for almost 30 years.

Charles “Drew” Juden III, who is the Director of the Sikeston Department of Public Safety. Juden has been with the department since 1978. He serves on the board of directors for the SEMO Major Case Squad and the SEMO Drug Task Force.

Edward Clark, who is a detective with the St. Louis Metropolitan Police Department. He has been with the department since 1993. Before joining the police department, he served in the United States Marine Corps.

Jeffery Hughley, who is a supervisor for the street crimes unit/gang squad with the Kansas City Police Department. He previously was a supervisor with the undercover squad and the metro patrol division. Hughley has been with the department since 2005.

The new members will join existing members Captain Ronald S. Johnson of the Missouri State Highway Patrol, who will serve as the chair of the Commission; Diane Scanga, Director of Jefferson College Law Enforcement Academy; Cass County Sheriff Dwight Diehl; Jefferson County Sheriff Glenn Boyer; Livingston County Sheriff Stephen Cox; and Riverside Police Chief Gregory Mills.

In developing the new standards, the POST Commission will hold public hearings around the state to gather input from Missourians, including law enforcement agencies, advocacy groups and other stakeholders.
